China unveils 1.5 GW offshore wind hydrogen project producing 80 kt/year

The Baowu Qingneng (Yangjiang) Green Hydrogen Industrial Park project has been officially launched in the core industrial platform area of Yangjiang City, Guangdong Province, in China (Xinhua, 23/01/2026). The project was developed and constructed by Baowu Clean Energy, a subsidiary of China Baowu Iron and Steel Group. It adopts an offshore wind power direct-connection model for hydrogen production.

The project will use 1.5 GW of offshore wind capacity directly connected to electrolysers, with a planned output of 80 kt/year of green hydrogen. The industrial park will also include a green ammonia production line, an advanced hydrogen equipment manufacturing base, a solid-state hydrogen storage materials production line, and an innovation-oriented research and development centre. Together, these elements aim to establish a fully integrated zero-carbon industrial loop linking “green power, green hydrogen, and green metallurgy,” and to provide a scalable and replicable pathway for the low-carbon transformation of energy-intensive industries such as steelmaking.

To support the integration of hydrogen into end-use markets, Yangjiang plans to develop dedicated hydrogen pipeline infrastructure. The proposed Yangjiang–Zhanjiang hydrogen pipeline is intended to supply green hydrogen to the Baowu Iron and Steel base in Zhanjiang. Additional pipeline projects are planned to serve the broader hydrogen market across the Guangdong–Hong Kong–Macao Greater Bay Area.

At the national level, China released its Medium- and Long-Term Plan for the Development of the Hydrogen Energy Industry (2021–2035) in 2022, setting a target of 100–200 kt/year of green hydrogen production.
