Bulgaria will hold a tender for the Kozloduy decommissioning operations

The Bulgarian nuclear regulatory agency (BNRA) announced it intends to use €3m (US$3.4m) in funding from the European Bank or Reconstruction and Development (EBRD) for its role in the decommissioning operations of the Kozloduy Nuclear Power Plant (KNPP) units 1-4 in Bulgaria. The EBRD will hold a tender in Q3 2017 for the provision of technical support in the decommissioning and waste management operations.



The KNPP consists of 6 VVER type-reactors. The Western European Nuclear Regulatory Association (WENRA) and other experts, concluded that units 1-4 are not able to reach acceptable safety levels because of deficiencies in the original design of the reactors and the confinement systems. In the wake of Bulgaria's accession to the EU, the Bulgarian government agreed to shut them down.



In November 1999, the Bulgarian Government and the European Commission signed a MoU and Bulgaria committed to closing and decommissioning the KNPP 1-4 units. The units 1 and 2 were shut down in 2002 and units 3 and 4 in 2006.



In order to proceed with the decommissioning operations, the Kozloduy International Decommissioning Support Fund (KIDSF) has been set up in 2001 with the help of the European Commission (EC) and is now monitored by the EBRD. The main purpose of the Fund is to finance the preparation and the implementation of the decommissioning operations.
