Brazil's ANEEL plans to hold a power transmission auction in October 2025

Brazil’s National Electric Energy Agency (Aneel) has announced plans to hold a unique power transmission auction in 2025 on 31 October 2025, offering 11 lots with an estimated investment of BRL7.6bn (US$1.4bn). Of the 11 proposed lots, three have an estimated investment of more than BRL1bn (US$178m), the largest one being lot 7, with construction estimated at BRL1.21bn (US$216m) for the construction of 35 km of underground transmission lines and the 345/88 kV São Miguel substation, in the state of São Paulo. 

Overall, the auction aims at the construction and maintenance of 1,178 km of new transmission lines and sectionals and 4,400 MVA in transformation capacity, spread across 13 states: Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Paraíba, Paraná, Pernambuco, Piauí, Rio Grande do Norte, Rio Grande do Sul, Rondônia and São Paulo. The deadline for completion of the works varies between 42 and 60 months, depending on the complexity of the construction.

In late March 2025, Cobra Brasil (Cobra IS, part of the VINCI group) was awarded a design-build contract worth €150m (US$166m) for seven high-voltage power transmission lines (525 kV and 345 kV) covering a distance of 738 km for Engie Brasil in the states of Minais Gerais, Paraná and Santa Catarina. Over the last twenty years, Cobra IS has built more than 30,000 km of high-voltage lines in Brazil under public-private partnerships and the company is currently building a total of 2,400 km of HV lines in several Brazilian states.
