Brazil's government has cancelled its 2025 Reserve Capacity Auction (LRCAP) to secure long-term power capacity due to court challenges regarding its regulation. Originally planned for 27 June 2025, the auction’s price setting criteria for CCGT plants was put into question on court claiming that it lacked transparency and would negatively affect their competitiveness. The government is expecting to launch a public consultation later this year to set new guidelines and the inclusion of a new formula to encourage the contracting of lower cost for the consumers.
In March 2025, the Brazilian Energy Agency (EPE) had received bid submissions from 327 projects with a total combined capacity of over 74 GW to participate in this Capacity Reserve Auction. The registered projects included 228 new gas-fired power plants totalling 61.6 GW, 87 biofuel-fired projects (7 GW), and 12 hydropower expansion projects (5.5 GW).
Brazil’s National Electric Energy Agency (ANEEL) has also launched a public consultation for a transmission auction planned for 31 October 2025. The tender is expected to have 11 lots in 13 states, for the construction and maintenance of 1,178 km of new transmission lines and sectionals and 4,400 MVA in transformation capacity with an investment of BRL7.6bn (US$1.3bn). Once closed the public consultation, ANEEL plans to publish the final tender protocol and the bidding notice. The deadline for completion of the works varies between 42 and 60 months, depending on the complexity of the construction.
