The Blauwwind Consortium has reached financial close on the Borssele-3 and Borssele-4 offshore wind projects in the Netherlands, which means that the construction process may now go forward.
Blauwwind is a consortium including Partners Group (45%), Shell (20%), Diamond Generating Europe (15%, a wholly-owned subsidiary of Mitsubishi Corporation), Eneco (10%), and Van Oord (10%). In December 2016, it won the public tender for Borssele-3 and 4 with a bid of €54.50/MWh (excluding transmission costs). Blauwwind will receive a guaranteed price of €54.49/MWh during the first 15 years of operation. Shell and Eneco Group have also secured 15-year power purchase agreements (PPAs) from the consortium under which they will each purchase 50% of the generated power.
The Borssele-3 and 4 parks are the second stage of the Borssele complex, currently consisting of two 350 MW offshore wind parks, Borssele-1 and 2, awarded to Danish energy group Dong Energy (now Ørsted ) in July 2016. The capacity of the Borssele-3 wind park will range between 322 MW and 360 MW, while Borssele-4 is expected to range between 342 MW and 380 MW. The main construction work will start in the fourth quarter of 2019, with commercial production expected in early 2021. By the end of 2021, about 1.4 GW of offshore wind capacity are expected to be operational off Borssele.
