Angola plans to launches a public tender to build the Soyo refinery project

The Ministry of Mineral Resources and Oil of Angola plans to issue an international public tender for the construction of a refinery at Soyo, in the Zaire province. The starting date and the specifications of the tender will be annouced soon. The refinery project will be developed as part of the government's strategy to boost the country's refining capacity: other refinery projects are under consideration in Cabinda and Lobito. Furthermore, the Luanda refinery should be refurbished to meet the rising demand for refined products.

Angola has a single operational refinery in Luanda, which was commissioned in 1958 and can process 65,000 bbl/d (3.25 Mt/year). A 200,000 bbl/d (10 Mt/year) refinery is currently under construction in Lobito and expected in 2022, while Namref is developing a 400,000 bbl/d (20 Mt/year) refinery in Giraul de Baixo. Sonagol is also considering a 400,000 bbl/d (20 Mt/year) refinery in Ambriz.
