ADB grants US$693m to finance a 600 MW onshore wind plant in Laos

The Asian Development Bank (ADB) and Monsoon Wind Power Company have signed a US$693m project financing package to build a 600 MW onshore wind power plant in the Sekong and Attapeu provinces, in southern Laos. The project will comprise 133 wind turbines and the electricity generated will be exported and sold across the border to Vietnam. The wind plant will be Laos’ first and the largest wind park in Southeast Asia. It is expected to allow the reduction of greenhouse gas emissions by nearly 749 ktCO2eq/year.

The allotted package comprises a US$100m A loan from ADB’s ordinary capital resources, a US$150m syndicated B loan, US$50m in concessional financing, US$382.5m in parallel loans, as well as a US$10m grant. 

Laos currently doesn't have any wind power installed capacity, however, 3.7 GW of projects are under development as the country is seeking to develop its wind capacity. In September 2022, the Laotian Ministry of Planning and Investment announced plans to invest over US$2.1bn for the construction of a 1.2 GW onshore wind power project in the Savannakhet province (southern Laos) that would be completed in 2025. The electricity generated will be consumed in the country and exported to Vietnam as well.
