Focus of the Month - Germany’s Hydrogen Market Deepens Across Infrastructure, Storage and Industrials
Germany’s hydrogen sector continued to gain momentum in August, with progress across regulation, network readiness, infrastructure, storage and industrial demand. New rules on hydrogen network capacity access and allocation strengthened the framework for future transport services1, while paid reservations on the planned Hydrogen Core Network reportedly doubled to nearly 6 GW, pointing to stronger commercial interest, though not yet firm consumption2. Midstream development also advanced, with Thyssengas and OGE securing land access for a 100 km hydrogen pipeline and EWE holding its first hydrogen storage auction, both helping translate network planning into operational flexibility3,4. On the project side, final Siemens Energy stacks reached Hamburg’s 100 MW green hydrogen hub, RWE’s GET H2 Nukleus electrolyser in Lingen began supplying Evonik’s chemical park, and EnBW’s Karlsruhe plans showed how hydrogen is being built into the coal-to-hydrogen transition for power and heat through an 850 MW hydrogen-ready combined-cycle plant5,6,7. Industrial demand gained further visibility as thyssenkrupp moved closer to support for its EUR 3bn green steel site, while a Danish green methanol project secured OMV in Germany as an additional offtaker, extending demand beyond direct hydrogen use8,9. Regional demand also moved forward, with RVK in Cologne completing orders for 108 Solaris hydrogen buses and construction starting on a hydrogen production project in Mechernich10,11. Still, the cancellation of the 2.1 GW HyScale 100 project and the fact that Germany has built only 2% of its 2030 electrolyser target underline a more selective scale-up phase, where bankable projects, visible offtake and sound economics matter more than pipeline size alone12,13.

China: Shenzhen Energy’s Otog Banner Megaproject starts operation
Shenneng North Energy Holding’s 505 MW wind-solar hydrogen-to-ammonia project in Otog Banner, Inner Mongolia, completed commissioning of all 48 electrolysers and started producing green hydrogen. The RMB 3.5bn project, equivalent to around USD 485m, uses equipment from SANY Hydrogen and CRRC Times Electric, supplying a 150 kt/year green ammonia plant and a 30 MW hydrogen-fired turbine. At full operation, it is expected to generate 1.4 billion kWh of green power and produce 20 kt/year of hydrogen and 150 kt/year of ammonia.

Belgium: Plug Power reportedly abandons its 100 MW electrolyser project in Antwerp
Plug Power is reportedly abandoning its 100 MW electrolyser project at the Port of Antwerp, citing uncertainty over economic viability. The plant was designed to produce around 35 t/day of liquid and gaseous green hydrogen for the European market, with commissioning originally planned for 2025. The exit triggers a write-off of about EUR 13.6m. The decision comes amid a weaker financial backdrop, including a net loss of USD 436m over the half-year and the US Department of Energy’s August withdrawal of its USD 1.66bn loan guarantee.

Australian Renewable Energy Hub’s USD 50bn, 26 GW plan is scaled back by half
Following BP’s exit and continued funding uncertainty, InterContinental Energy (ICE) scaled back the Australian Renewable Energy Hub (AREH) in Western Australia’s Pilbara region from 26 GW, including up to 10 Mt/year of green ammonia and USD 50bn in planned investment, to 15 GW. ICE also withdrew its environmental referral for the larger scheme with Western Australia’s EPA. The reduced 15 GW phase drops on-site hydrogen and ammonia production, shifting instead towards power sales to Pilbara mining operations and data centres, alongside off-site green ammonia production.

South Korea plans 320 MW green hydrogen project at Saemangeum
Korea South-East Power (KOEN) and the Saemangeum Development Agency signed an MoU for an integrated green hydrogen complex in Buan, combining a 10.1 km² site, 1 GW of solar capacity, a 320 MW electrolyser and 100 MW of hydrogen-fired power generation through a power-to-gas-to-power (P2G2P) system. Presented as South Korea’s first commercial-scale demonstration of this kind, the project is significantly larger than Saemangeum’s existing electrolysis plant. KOEN plans to link output to the national clean-hydrogen electricity market, where 2026 procurement is set at 500 GWh.

Singapore: Tuas Power Wins Rights to a 670 MW Plant That Can Burn 30% Hydrogen by 2031
Singapore’s Energy Market Authority awarded Tuas Power a permit for a 670 MW, SGD 700m–1bn hydrogen-ready CCGT plant, expected to enter operation by December 2031. The unit is designed to run on up to 30% hydrogen blended with natural gas. The project responds to Singapore’s projected peak demand growth to 9.6–11.4 GW by 2031, driven by semiconductor and data centre expansion, and would bring the country’s H₂-ready gas fleet to at least 11 units by 2032.

Spain: MITECO allocates EUR 233.4m to three renewable hydrogen projects with 92 MW of electrolysis
Spain’s Ministry for Ecological Transition (MITECO) awarded EUR 233.4m to three renewable hydrogen projects — ATLAS, QUIXOTGEN and P-HYNET — in A Coruña, Albacete and Ciudad Real, totalling 92 MW. The projects were pre-selected by the EU Hydrogen Bank but did not receive EU funding, so Spain revived them through its national Auctions as a Service mechanism, managed by IDAE with NextGenerationEU/PRTR funds. The support is production-linked, covers certified renewable hydrogen for up to 10 years, and forms part of nearly EUR 3bn in PRTR funding mobilised by IDAE for renewable hydrogen.

Colombia advances bill for domestic hydrogen-based fertilisers
Colombia’s Senate is advancing a bill to boost domestic hydrogen-based fertiliser production, targeting the country’s roughly 95% import dependence, equivalent to around 2 Mt/year. The bill would create a national low-emission fertiliser roadmap led by the Agriculture Ministry, introduce tax incentives and Finagro-backed subsidies, and allow one year after passage to set technical rules aligned with ICA standards. It forms part of a wider regional push alongside Brazil’s USD 200m/year in fertiliser tax credits and Chile’s revised hydrogen targets.

India targets 1 Mt/year of new green ammonia
India’s SECI plans to source an additional 1 Mt/year of domestic green ammonia through tenders, adding to 724 kt already contracted in March with companies including ACME Cleantech and NTPC Green. The move aims to reduce fertiliser producers’ exposure to imported grey hydrogen and ammonia supply risks, heightened by regional disruptions. It supports India’s USD 2.1bn National Green Hydrogen Mission, which targets 5 Mt/year of green hydrogen production by 2030, with production costs already falling to around USD 3/kg from USD 5/kg in 2023.
