Ukraine voted gas transmission operator Naftogaz unbundling plan

In compliance with the Gas Sector Reform Implementation Plan, Ukraine's Parliament approved on 9 April 2015 the new Gas Market Act, which is fully in line with the EU’s Third Energy Package. The gas market law will deliver a new regulatory framework for the gas market in Ukraine that will favour effective competition. The main provision in the Act is the requirements for unbundling the State gas conglomerate Naftogaz, i.e. separating gas transmission activities from production, storage and supply of gas. Other provisions aim to implement non discriminatory access to Ukraine’s gas infrastructures and to allow all customers to choose their gas supplier freely. The law is aimed at ending cross-subsidization and non-cost reflective prices, while providing for a robust framework to protect vulnerable customers. With the new legislation, Ukraine's government aims to attract foreign investors to modernise and jointly operate the country’s natural gas networks.

A detailed plan to unbundle Naftogaz is to be released by October 2015. The adoption of the plan was a precondition for further involvement from the International Monetary Fund and the World Bank in Ukraine.
