Ukraine has approved its second Nationally Determined Contribution (NDC) to the Paris Agreement, pledging to reduce its net greenhouse gas (GHG) emissions by more than 65% in 2035 compared to 1990 level (916.5 MtCO2eq) (UNFCCC, 11/11/2025). This would correspond to limiting net GHG emissions, including removals, to less than 321 MtCO2eq in 2035. The NDC covers all sectors, including energy, industrial processes and product use, agriculture, land use, land-use change and forestry, and waste, and applies to the territory of Ukraine within its internationally recognized borders. Previously, in its first NDC (2021), the country aimed to cut its GHG emissions by 60% in 2030 compared to 1990 level.
Ukraine aims to increase the share of renewables in final energy consumption to 27% by 2030 and phase-out coal-fired generation by 2035. In addition, it intends to improve energy efficiency and to end inefficient fossil fuel subsidies for road transport. In the long run, Ukraine aims for carbon neutrality by 2050 (legally-binding target).
Between 1990 and 2022, the country’s total greenhouse gas emissions (including LULUCF) fell by 78%, according to Enerdata’s Global Energy & CO2 data.
