The Ministry of Energy and Mineral Development of Uganda has ended negotiations with Rostec Global Resources (Russia) on the construction of a crude oil refinery and has turned to a consortium led by SK Engineering (South Korea) to develop the project.
Uganda discovered oil deposits in 2006 but oil production has been delayed by dispute over taxes and the viability of the refinery project (downsized from 120,000 bbl/d to 60,000 bbl/d after a dispute between the government and Tullow Oil). Oil production is not expected before 2018.
In February 2015, the Energy Ministry of Uganda selected RT Global Resources (Russia) to build and operate the first oil refinery in the country. The refinery will have a process capacity of 60,000 bbl/d and will be developed in two 30,000 bbl/d stages, with the first phase initially expected in 2018 but was delayed to 2019-2020. The project developer will take a 60% stake in the refinery and the government will take the remaining 40%.
