Saudi company plans 210 MW solar and 827 MWh BESS project in Syria

Syria’s Public Establishment for Transmission and Distribution of Electricity (PETDE) has signed a binding Memorandum of Understanding with Saudi construction company Mohammed Ahmed Al-Harfi to develop a 210 MW solar power plant with an 827 MWh battery energy storage system (BESS). The facility will be built in Adra Industrial City, an important manufacturing hub located near the capital, Damascus. No detailed timelines and total project costs have yet been disclosed.

In October 2025, PETDE inked initial agreements with Al-Harfi and Saudi company SCLCO to develop up to 500 MW of wind and solar projects. The same year, the Ministry of Energy signed final concession agreements with Qatar’s UCC Holding for 1 GW of solar projects, part of a larger 5 GW programme also including gas-fired power plants. Saudi developer ACWA Power also agreed to explore 2.5 GW of solar, wind and energy storage projects in Syria.

Syria has faced years of chronic power shortages and limited fuel availability. Blackouts have become common across many parts of the country, impacting households, businesses, and essential services.
