Morocco has published its updated Nationally Determined Contribution (NDC 3.0) (UNFCCC press release, 30/09/2025). The main points of the updated NDC include:
- Target to unconditionally reduce net GHG emissions by 21.6% by 2035 (compared to a reference scenario), i.e., 36 MtCO2eq (up from 18.3% in the 2021 NDC);
- To raise GHG emissions reductions to 53% by 2035 (conditional on international support), i.e., 88.2 MtCO2eq (up from 45.5% in the 2021 NDC);
- To triple its renewable energy capacities by 2030 to over 15 GW;
- To “large-scale storage solutions, including a 350 MW pumped-storage hydropower plant planned for 2029 and a 1,500 MW battery program between 2025 and 2026.
- To phase-out coal by 2040 (conditional on international support).
According to Morocco’s National Energy Strategy, the country aimed for a 52% renewable capacity by 2030 (20% solar, 20% wind and 12% hydropower) and it had an emission reduction target of 45.5%.
