The Kazakh government has announced plans to increase its oil refining capacity from around 20 Mt to 39 Mt by 2040 as part of its long-term plans to modernize the energy sector, attract investment, and expand its renewable capacity. The country expects to do so through increasing the capacity of refineries like the Shymkent Refinery (from 6 Mt/year to 12 Mt/year), the development of new gas processing plants (in Zhanaozen, Kashagan, and Tengiz), and the construction of a second line of the Beineu–Bozoi–Shymkent gas pipeline.
The country plans to commission three new coal-fired CHP power plants with a combined capacity of 1 GW, and to implement renewable energy projects with a total capacity of over 4 GW. Kazakhstan also expects to expand its rare earth metals and uranium production and advance plans for the construction of a nuclear power plant.
