The European Commission has approved Poland's €35.4bn recovery and resilience plan. The country should receive €23.9bn in grants and €11.5bn in loans under the Recovery and Resilience Facility (RRF). Poland plans to devote 42.7% of its total allocation to measures that support climate objectives, including more than €3.7bn for offshore wind energy projects, as well as key changes to the regulatory framework facilitating the construction of offshore and onshore wind plants. Moreover, the plan dedicates €3.5bn to the energy-efficient renovation of buildings, combined with replacing coal-fired heaters, and provides €800 million to support the development of green hydrogen technologies. The plan also includes investments worth over €7.5bn in green and smart mobility.
Poland aims to reduce the share of coal in electricity production to 56% in 2030. The country also targets at least 32% of renewables in total generation by 2030, which should be achieved through a strong development of renewable capacities. In 2021, coal and lignite power plants accounted for 62% of Poland's power generation capacity (33 GW out of 53 GW), and they dominated the power mix, even if their share is steadily eroding due to the increased penetration of gas and renewables (69% in 2020, compared to 88% in 2010).
