The European Parliament and the Council of the EU have agreed on strengthening the contribution of the land use, land use change and forestry (LULUCF) sector to the EU’s increased climate ambition and have set an overall EU-level objective of 310 MtCO2eq of net removals in the LULUCF sector in 2030 (i.e. 15% more than the current objective). This agreement, reached under Europe’s “Fit for 55 package”, increases the EU’s 2030 greenhouse gas (GHG) emission reduction target to 57% compared to 1990 levels, against 55% currently.
Member States will have to follow a linear trajectory starting in 2022 at the average value of its GHG inventory data for the years 2021, 2022 and 2023, and end in 2030 on the value set for the country. The current rules will still apply for the period from 2021 to 2025 and EU countries will have to ensure that the emissions in the LULUCF sector do not exceed the amount that has been removed. For the period from 2026-2030, where removals should exceed emissions, each member state will have a binding national target for 2030. The agreement maintains the distribution of targets between member states as proposed by the Commission.
In 2020, the EU’s GHG emissions reached 3.1 GtCO2eq, against 4.7 GtCO2eq in 1990 (-33%).
