Bosnia and Herzegovina’s energy and climate policy progress is hindered by its fragmented governance structure, with responsibilities split between two entities and a special district. Despite commitments to EU energy directives through the Energy Community, implementation remains slow, particularly in adopting renewable targets and phasing out coal. While recent legislative updates aim to align with EU standards, political and administrative complexities persist, delaying reforms in electricity market liberalisation, gas infrastructure, and emissions reduction. Renewable energy expansion faces challenges, though solar and wind projects are gradually advancing.

Energy & Climate Policy Framework
Bosnia and Herzegovina (BiH) is a Balkan country that became independent from Yugoslavia in 1992. Since the signing of the Dayton Peace Agreement in 1995, the country has been split in two entities, the Federation of Bosnia and Herzegovina (FBiH) and the Republic of Srpska (RS); in addition, the district of Brčko has a special status.

The indigenous energy sources are lignite and hydro. Lignite reserves are significant and estimated at about 2.3 Gt. The economically exploitable hydro potential is estimated at 19 TWh. The potential of other renewables is estimated at 2.5-5.9 GW for wind, up to 1 GW for solar and up to 857 MW for biomass.

Energy Prices in Transport:
Motor fuel prices are following international trends, surging in 2022 (+21% for gasoline and +33% for diesel) and declining in 2023-2024 (-5%/year and -9%/year, respectively). They now stand 12% above their 2011-2020 average but remain lower than the EU average (-24% for gasoline and -19% for diesel in 2024).

Issues & Prospects
Electricity:
According to NOS BIH's plans, electricity consumption is expected to increase by 0.4%/year between 2025 and 2033 (range 0% to 1.4 %/year). Electricity consumption from large users connected to the transmission network is expected to remain stable. NOS BIH's register of applications for connection includes around 3.8 GW of wind projects and around 12.5 GW of solar projects.
