Institutions & Energy Policy
Bosnia and Herzegovina are a Balkan country that became independent from Yugoslavia in 1992. Since the signing of the Dayton Peace Agreement in 1995, the country has been split in two entities, the Federation of Bosnia and Herzegovina (FBiH) and the Republic of Srpska (RS); in addition, the district of Brčko has a special status.
Energy Companies
Electricity:
The power sector consists of three vertically integrated public monopolies (90% public): Elektroprivreda BiH (EP BIH) (Sarajevo area), Elektroprivreda RS (ERS), and Elektroprivreda HZ HB (EP HZ HB) (Mostar area).
Energy Supply
Gas:
All the gas is imported by BH Gas from Russia through Hungary and Serbia. Gas imports declinedby 9% in 2020, for the second consecutive year, after 6% in 2019 (O.21 bcm in 2020). In 2015, Gazprom signed a contract with GAS RES, the company in charge of gas in the RS, to supply 0.106 bcm of gas directly to the RS.
Energy Prices
Oil:
Motor fuel prices are following international trends, rising between 2016 and 2019 (+6.5% for gasoline and +9.8%/year for diesel), falling in 2020 (-13% and -17%, respectively), and then rebounding in 2021 (+11% each). They surged between 2000 and 2012 (+71% for gasoline and doubling for diesel) and then declined until 2016 (-7%/year and -8%/year, respectively).
Energy Consumption
The country's overall consumption per capita reaches 1.8 toe (34% below the EU average in 2020) with electricity accounting for 3 121 kWh (40% below the EU average).
Issues & Prospects
Electricity:
According to NOS BIH's plans, electricity consumption is expected to increase by 1.1%/year between 2020 and 2031. Many power projects have been announced, including 2.6 GW of lignite-fired projects, 1.3 GW of hydropower, 1.9 GW of wind, and 0.3 GW of solar, but NOS BIH expects less than 600 MW to be commissioned by 2031.
