Xuan Thien Group plans to develop a 3 Mt/year refinery in northern Vietnam

The Vietnamese company Xuan Thien Group plans to develop a new refinery with an initial crude oil processing capacity of 3 Mt/year (around 60 kb/d), which will be located in the Kim Son district, Ninh Binh province (northern Vietnam).

The Kim Son refinery complex will be developed in three phases between 2025 and 2040 and span an area of 2,500 hectares (1,500 hectares of land and 1,000 hectares of water surface). The Xuan Thien Group has submitted a proposal for construction of the facility to the local government of Ninh Binh province.

The Xuan Thien Group, established in 2000, invests in various business areas such as energy, agriculture and services. Vietnam currently has a refining capacity of 330 kb/d, spread over two refineries: Dung Quat, commissioned in 2009 (130 kb/d) and Nghi Son (200 kb/d), that started production in 2018.
