Wallonia updates green certificate system for PV units (Belgium)

Wallonia has decided to keep at €65 the worth of green certificates for solar PV power plants, until the investment in the PV installation is fully reimbursed. Once the facility reimbursed, the government will guarantee a "non speculative" return, which will be higher than that offered on financial markets (to be defined). The current green certificate system will be stopped on 1 April 2013. Until the implementation of a new system, the previous system (before 2007) will be in force (1 GC per MWh).

The new remuneration scheme, "Qualiwatt", will be implemented to replace green certificates for new installations by 21 April 2013; it is currently under review by the Walloon regulator CWAPE. It will offer ROI rates of 7 to 9 years, depending on the revenues of the facility owner.

The CWAPE was considering cutting the €65/green certificate remuneration, estimated too high, which aroused a fierce opposition. Solar PV installations had soared over the last few years, raising the total cost of the tariffs to €2.5bn over the next 15 years.
