Petrovietnam (PVN) has started building the Nghi Son refinery. The 200,000 bbl/d facility is developed by PVN, Kuwait Petroleum International and by Japanese companies Idemitsu Kosan and Mitsui Chemicals. It should be commissioned in 2017 and would then double the refining capacity in Vietnam, where 130,000 bbl/d Dung Quat refinery is the sole facility. Refining capacity would then exceed 300,000 bbl/d by 2017, which would still remain insufficient to meet the country's fuel demand (only half of the planned demand). Vietnam should remain a steady importer of oil products. In 2013, total oil product demand is estimated to reach up to 17 Mt, of which 60% would be met through imports. Other refinery projects have been announced, such as the expansion of the Dung Quat refinery to 10 Mt/year (200,000 bbl/d) by 2015. PVN is also planning to build a 200,000 bbl/d refinery in Long Son, to be commissioned by 2018.
