Vietnam grants site survey licence for a 500 MW offshore wind project

US energy infrastructure developer Pacifico Energy has announced that it has been authorised to begin site survey assessments for a 500-MW offshore wind project in the waters off Ho Chi Minh City, southeastern Vietnam (Pacifico Energy announcement, 14/04/2026).

The site survey license, granted by Vietnam's Ministry of Agriculture and Environment (MAE), is one of the first awarded to a foreign developer. It allows the US group to conduct seabed exploration at the designated site in Ba Ria Vung Tau.

Pacifico Energy operates more than 1.5 GW of renewable energy capacity across the Asia-Pacific region, with a substantial pipeline that includes a 3.2 GW offshore wind project in South Korea. In Vietnam, the company owns a 40 MW solar park in Lam Dong and a 30 MW wind park recently commissioned in Vinh Long, Mekong Delta.

In 2024, wind energy represented 4% of Vietnam’s power generation mix (50% coal, 29% hydropower, 9% solar, 7% gas). However, the country is strongly betting on wind energy, with over 1 GW of wind capacity under construction (including 745 MW offshore) and more than 35 GW planned (nearly 32 GW offshore) as of early 2026 (Enerdata Global Energy Research).
