Vietnam approves pilot green gas emission quota for 2025-2026

Vietnam has approved a pilot greenhouse gas emission quota for 2025-2026 (Vietnamese government press release, 09/02/2026). The Decision No. 263/QD-TTg establishes the pilot allocation of GHG quotas for 34 thermal power plants, 25 iron and steel production facilities, and 51 cement production facilities. For 2025 the total pilot GHG quota was of 243 MtCO2e, and for 2026 it is of 268 MtCO2e.

The allocation per facility and other regulations regarding the implementation of the allocation will be under Vietnam’s Ministry of Agriculture and Environment in coordination with the Ministry of Industry and Trade and the Ministry of Construction. 

According to Vietnam’s revised NDC (2022) the country increased its unconditional GHG emissions reduction target from 9% to 15.8% by 2030 relative to a BAU scenario, while the conditional target with international support was raised from 27% to 43.5%. Gross GHG emissions (excluding LULUCF) reached 533 MtCO2 in 2023.
