Uzbekistan plans to launch carbon emissions and trading mechanism in 2026

The Uzbek Government has passed a law regulating CO2 emissions and carbon unit trading. The law defines carbon units as the volume of GHG emissions reduced or captured through green projects, measured as one tonne of CO₂ equivalent. The mechanism will launch on 1 January 2026, with carbon units being priced according to market mechanisms. Trade of carbon credits on international markets will be allowed under the approval from the country’s Ministry of Economy and Finance, expecting to have up to 80% of carbon units generated available for sale on international markets. The government still expects to propose amendments to introduce a new approval procedure for projects involving the generation and sale of carbon units.

Under the country’s green transition programme (2022), Uzbekistan plans to reduce the carbon intensity of the GDP by 35% by 2030 from 2010 levels. As of 2021 the country’s carbon intensity was already 51% below its 2010 level.
