The US Administration has unveiled its Quadrennial Energy Review (QER), aimed at focusing on energy infrastructures and at identifying the threats, risks, and opportunities for the US energy and climate security. The QER examines how to modernise energy infrastructures to promote energy security, economic competitiveness and environmental responsibility.
The Review highlights the need to invest in the US electricity grid, in a context of increasing dependence of the society on the grid. Investments will also be required in gas and oil infrastructure; nearly 50% of the gas transmission network were built in the 1950s and 1960s, requiring US$2.6-3.5bn/year in investment over the 2015-2030 period. Modernising the energy transmission grids will also help the United States to reduce its greenhouse gas emission level.
Overall, the QER calls for increased Federal investments, including US$3.5bn to modernise the electricity grids, plus US$300-350m in grants for state
and multi-state grid reliability planning; Strategic Petroleum Reserve (SPR) should be modernised to have their lifetime extended (US$1.5-2bn). The US could also implement grants for energy system hardening (US$3-5bn) and for rate mitigation for accelerated gas distribution pipe (US$2.5-3.5bn). Between US$2bn and US$2.5bn could be granted to energy-intensive connector projects. Moreover, energy integration with Canada and Mexico should be promoted.
