The US Federal Energy Regulatory Commission (FERC) intends to prepare an additional environmental review for the 17.6 Mt/year Rio Grande LNG and Texas LNG projects. In August 2024, the US Court of Appeals for the District of Columbia Circuit decided to vacate and remand the certificate authorizations for these LNG export facilities. The supplemental environmental impact statements will address the issues the court identified as needing further study and is expected to conclude by the end of July 2025.
The US gas company NextDecade is currently developing the first phase of its Rio Grande LNG facility (three liquefaction trains with a combined capacity of 17.6 Mt/year of LNG) located at the Port of Brownsville, in the US State of Texas. The project is expected to start operations in 2027, and two additional trains could raise its capacity to 27 Mt/year. Due to the reassessment, Rio Grande has requested that FERC withdraw its proposal for a CCS system. Glenfarne Group’s planned 4 Mt/year Texas LNG export terminal is scheduled to start commercial operations by 2028.
