The US DOI approves Dominion's 2.6 GW Coastal Virginia Offshore Wind project

The US Department of Interior (DOI) has approved the 2.6 GW Coastal Virginia Offshore Wind (CVOW) project. The project, located about 43.5 km off the coast of the US State of Virginia, will be developed by the US power company Dominion Energy and should generate enough electricity to supply about 660,000 US households once operational. It will comprise 176 Siemens Gamesa wind turbines, each with a 14.7 MW capacity, as well as three offshore substations.

Offshore construction of the project is anticipated to begin in 2024, once the COP (Construction and Operations Plan) approval decision from the US Bureau of Ocean Energy Management (BOEM) and other required Federal and state authorizations are received by Dominion. The project’s completion is scheduled for 2026 and is expected to generate US$3bn in fuel savings during its first 10 years of operation.

This comes as the fifth commercial-scale, offshore wind energy project approved by the United States, advancing on the government's target of 30 GW of offshore wind capacity by 2030 and 15 GW of floating offshore wind capacity by 2035. As of end-2022, only 42 MW of offshore wind capacity was operational in the US.
