The US Department of Energy (DOE) has granted authorisation for Magnolia LNG, a wholly-owned subsidiary of Liquefied Natural Gas Limited (LNG Ltd.), to export up to 4 Mt/year of LNG, from its proposed liquefaction project at the Port of Lake Charles, Louisiana (Magnolia LNG Project).
The proposed liquefaction plant would be developed in two phases, consisting of two 2 Mt/year liquefaction trains each. The company plans to submit pre-filing applications to the FERC in March 2013 and to select project partners in June 2013. The filing application would be submitted to the FERC in December 2013; depending on FERC's approval, the final investment decision would be taken in December 2014. Investment is estimated at US$2.2bn for the first phase.
The DOE authorisation is valid for LNG sales to commence within 10 years and is then for a period of 25 years from first LNG sales; which sales are permitted to all existing, and any future, countries that have, or enter into, a Free Trade Agreement with the Government of the United States.
