The US Bureau of Ocean Energy Management (BOEM) has published a draft Environmental Impact Statement (EIS) for the proposed 2.4 GW SouthCoast Wind offshore wind project (formerly Mayflower Wind project) off the US state of Massachusetts. The notice of availability of the project will be published in the US Federal Register on 17 February 2023, opening a 45-day public comment period ending on 3 April 2023.
The SouthCoast Wind project is being developed by a joint venture between Shell and Ocean Winds (50:50 joint venture of EDP Renewables and Engie). It will include up to 147 wind turbines and will be able to power more than 800,000 US households. It is the seventh project that is currently in the draft EIS stage of review by the BOEM, alongside projects like the 2.6 GW New England Wind project, the 2.6 GW Coastal Virginia Offshore Wind project and the 1 GW Sunrise Wind project.
In March 2022, the House of Representatives of Massachusetts passed a bill setting an offshore wind capacity target of 5.6 GW by 2027 (up from a proposed 4 GW target). At the federal level, the United States targets 30 GW of offshore wind capacity by 2030 and 15 GW of floating offshore wind capacity by 2035 (only 42 MW were operational at the end of 2021).
