US BOEM approves construction of Empire Wind’s 2 GW offshore projects

The US Bureau of Ocean Energy Management (BOEM) has approved the plan for construction and operations of the Empire Wind 1 and Empire Wind 2 offshore wind projects located on the coasts of the US States of New York and New Jersey, with a combined total capacity of over 2 GW. The project, approved in November 2023 by the US Department of Interior (DOI), expects to install up to 57 wind turbines for Empire Wind 1 (816 MW) and up to 90 wind turbines for Empire Wind 2 (1,260 MW), spanning a 32,000 ha area south-east of Long Island. Empire Wind 1 is expected to start production in 2026 and Empire Wind 2 in 2027. They should be able to generate enough energy to power 1 million New York homes.

The Empire Wind 1 and Empire Wind 2 projects were being developed by a joint venture between Norway’s Equinor and the UK’s BP, until January 2024 when partners reached an agreement to split their joint assets, with Equinor taking full ownership of the Empire Offshore Wind Holdings lease and projects. 

The State of New York aims to develop 9 GW of offshore wind by 2035. At the federal level, the United States targets 30 GW of offshore wind by 2030 and 15 GW of floating wind capacity by 2035. At the end of 2023, over 10 GW of wind power capacity was under construction and over 60 GW under development (of which over 36 GW was offshore).
