The Milford Haven: Hydrogen Kingdom (MH:HK) project is moving forward with plans to establish the United Kingdom’s first floating hydrogen production facility in the Celtic Sea. Led by a consortium of UK-based companies, Celtic Sea Power, Dolphyn Hydrogen, the Offshore Renewable Energy (ORE) Catapult, and Wales & West Utilities, the project aims to demonstrate how offshore wind energy can be combined with electrolysis technology to produce clean, renewable hydrogen at sea.
In its initial phase, the project will deploy a 10–15 MW demonstration unit, with future expansion planned to exceed 135 MW. At full scale, the facility is expected to produce over 10,000 t/year of green hydrogen, supporting decarbonisation efforts in industrial zones and transport networks across South Wales.
Progress has already been made on the technical design and regulatory approvals, bringing the project closer to construction. The planned site is within the Pembrokeshire Demonstration Zone, a dedicated offshore testing area off the south coast of Wales (UK). This zone is managed by Celtic Sea Power under the Pembroke Dock Marine programme and leased from the Crown Estate.
