Ukraine plans to set up a national greenhouse gas (GHG) emissions trading system (ETS) and to introduce carbon taxes in 2025. In 2021, the country is expected to implement a system of monitoring, reporting, and verification of GHG emissions. The system would be a first step towards creating up a national ETS. Ukraine will focus on reducing emissions in the energy sector, in heavy industry and in buildings.
In September 2020, the Cabinet of Ministers approved three resolutions on the creation of mechanisms for introducing such systems to help Ukraine fulfill its obligations under the Association Agreement with the European Union.
In its NDC, Ukraine committed to limit its GHG emissions to 60% of the 1990 level in 2030. Furthermore, the country has the highest CO2 intensity of GDP in constant US$ the world (almost 10 times the EU value).
