Ukraine could authorise renewable IPPs to sell electricity on the market

The Ukrainian government could authorise green power companies to sell electricity in all market segments, leaving the balancing group of Guaranteed Buyer, in order to reduce the burden on the tariff of NPC Ukrenergo. In addition, the country aims to create equal conditions for public and private producers of electricity, which could be allowed to trade under bilateral agreements.

A new Electricity Market Law, which provides a new electricity model that is consistent with the EU’s Third Energy Package, was adopted and transposed into national law in 2017. The Electricity Market law ends the "single buyer" model with a gradual transition to liberalize electricity prices for consumers, the unbundling of TSO Ukrenergo and the replacement of the single buyer (Energorynok) with bilateral agreements and day-ahead and balancing markets. The retail and wholesale electricity markets were launched in 2019.
