The Ukrainian government has adopted a Long-Term Strategy for Low-Carbon Development until 2050, setting out a national vision and key decarbonisation pathways for the economy. The framework is designed to align the actions of the state, businesses, and international partners toward the objective of climate neutrality (Ukrainian Government statement, 11/06/2026).
The strategy includes an implementation phase up to 2035 as an intermediate milestone on the path to 2050, while integrating the requirements of post-war recovery, economic modernisation, and Ukraine’s European integration process. Among the main expected outcomes are:
- GDP growth of +2.1% by 2035
- Reduction of the economy’s energy intensity by more than 50%
- Development of new sectors, including biomethane production, hydrogen, and CO₂ capture and storage technologies
- Creation of an internal investment base to support production modernisation and energy efficiency improvements
- Deployment of distributed generation exceeding 4 GW
“The implementation of the provisions of the document will help adapt the Ukrainian economy to European climate policy, in particular the Carbon Import Adjustment Mechanism (CBAM), as well as expand Ukraine's access to European climate funds and financial instruments”, according to the statement.
By 2035, Ukraine targets a power mix composed of 50% renewables and 50% nuclear energy. In 2024, Ukraine’s GHG emissions (including LULUCF) stood at 215 MtCO₂eq, remaining stable compared with 2023 and representing a 13% decrease versus 1990 (Enerdata Global Energy Research).
