UK government creates Oil & Gas Authority, changes wind park approval

The new British government has unveiled new measures in the Queen's Speech. A new Energy Bill will be adopted to create an Oil and Gas Authority (OGA) as an independent regulator. The OGA will take over regulatory powers from the DECC and have additional powers including access to company

meetings, data acquisition, retention and transfer, dispute resolution and sanctions. The United Kingdom aims to boost the economic recovery of hydrocarbons on the British continental shelf.

In addition, the Energy Bill will change the rules for onshore wind project approval, removing the need for the Secretary of State’s consent for any large onshore wind farms (over 50 MW) in England and Wales (no impact on the planning regime in Scotland and Northern Ireland). Onshore wind projects will be consented by local planning authorities, which could block projects according to renewable developers. In addition, the government committed to end new subsidies for onshore wind parks.
