Uganda will open electricity transmission to private investors

Uganda’s Electricity Regulatory Authority announced it will open power transmission to private investors. The country targets US$3.5bn in private investment to expand the transmission network while limiting public spendings.

Through the establishment of public-private partnership, the regulator intends to develop additional transmission capacity to carry power from new generation projects, including the 600 MW Karuma hydropower plant scheduled to start electricity production in December 2019.

The country aims to increase electricity access from the current 23% to 60% by 2040 and boost the quality and reliability of supply. Created in 2001 and operated by the Ministry of Energy and Mineral Development, the state-owned Uganda Electricity Transmission Company Limited (UETCL) has a dual mandate of single buyer and transmission system operator.
