Two refinery projects (160 kb/d) in Angola move forward

The Quantem consortium, which comprises American companies TGT, Quantem, Aurum & Sharp and the Angolan company Atis-Nebest, has won a build, own and operate (BOO) contract for the 100,000 bbl/d Soyo refinery in the Zaire province of Angola. The US$3.5bn tender was launched in October 2019 and 31 companies expressed interest in building the refinery.

In addition, Gemcorp, which had submitted a proposal for the Soyo refinery project, has selected the Brazilian construction company Odebrecht to build the 60,000 bbl/d Cabinda refinery project in the Malembo plain (Cabinda province). Construction is expected to start in March 2021 and to be completed in 2022. The project comprises three stages: a first 30,000 bbl/d stage and a second 30,000 bbl/d stage. The third stage will allow the refinery to start producing products such as gasoline and diesel.
