TVO plans life extension for units 1&2 at the Olkiluoto nuclear plant (Finland)

The Finnish nuclear company Teollisuuden Voima Oyj (TVO) has submitted an environmental impact assessment (EIA) programme for an operating licence extension and a power upgrading of units 1 and 2 of the Olkiluoto nuclear power plant, located in south-western Finland. The programme was submitted to Finland's Ministry of Economic Affairs and Employment. The two boiling water reactors are currently permitted to operate until the end of 2038. TVO is considering extending the operating licences of the two units by a further 10 to 20 years, as well as increasing the power output of each reactor from 890 MW to approximately 970 MW. 

Units 1 and 2 were first connected to the grid in 1978 and 1980, respectively. In 2018, the Finnish government approved a first 20-year extension of the reactors until 2038. They currently meet about 15% of Finland's electricity demand. A third unit (1.6 GW) was commissioned at the Olkiluoto power plant in April 2023, after years of delay.

In January 2023, the Finnish Government approved a lifetime extension until 2050 for two reactors at another facility, namely the 1 GW Loviisa nuclear power plant in southern Finland. 

At the end of 2021, nuclear represented 16% of Finland’s total installed capacity with 2.8 GW (not including Olikiluoto 3). Nuclear power production reached 25.2 TWh in 2022, or about 35% of Finland’s total power generation.
