Singaporean energy group Tuas Power (a subsidiary of the China Huaneng Group) has signed a Memorandum of Understanding (MoU) with Électricité du Laos (EDL) and Phongsupthavy Group (PTSG) to explore an arrangement for EDL and PTSG to supply Singapore with up to 500 MW of hydropower from Lao PDR for a term of 5-15 years potentially (The Edge Singapore, 30/10/2026).
Under the proposed supply agreement, Tuas Power could import 100 MW in the first contract year, 300 MW in the second and 500 MW from the third year onwards. If successful, the power supplied by the Laotian hydropower could be paired with Renewable Energy Certificates (RECs) that could provide its customers the possibility to bundle renewable energy solutions.
According to Enerdata’s Global Energy, Singapore had a total installed capacity of 12.7 GW (end of 2025), of which 86% was gas-fired and 11% renewables. The country has been connected to Peninsular Malaysia since 1983. In 2022, Keppel Energy signed a contract for importing up to 100 MW of renewable power from Laos through the Lao PDR-Thailand-Malaysia-Singapore Power Integration Project (LTMS-PIP). Under Phase 2 of the project, the trading capacity was doubled from 100 MW to 200 MW, and the introduction of multidirectional power trade allowed additional supply from Malaysia. In addition, Keppel's electricity importer licence was extended by the EMA until 2026. However, Singapore is not yet importing power.
