T&T Energy Group and TotalEnergies Gas & Power Activities have signed a Memorandum of Understanding (MoU) to study the development of the 1.5 GW Long Son LNG-fired power plant in Ho Chi Minh City, Vietnam (T&T Group press release, 11/09/2026).
The companies are considering forming a consortium to develop, finance, build and operate the power plant and associated with LNG infrastructure. TotalEnergies would invest in and co-develop the project, arrange financing and supply LNG, while T&T Energy Group would manage legal, administrative and regulatory procedures in Vietnam.
If formally selected as the project investor, the consortium would negotiate an LNG sale and purchase agreement under which TotalEnergies would supply LNG to the power plant. The project has received investment approval from Ho Chi Minh City and is included in Vietnam’s adjusted Power Development Plan VIII for 2021-2030, with a vision to 2050.
The VND40tn (USD1.5bn) project would expand T&T Group’s 2.9 GW energy portfolio, of which nearly 1.2 GW is operational. The group is also developing the 1.5 GW first phase of the Hai Lang LNG project with Korean partners in Quang Tri Province and aims to increase its portfolio to 25-30 GW by 2035.
