US President Donald Trump has announced that Russia has agreed to supply diesel fuel to the United States and international markets (Interfax, 09/10/2026). In addition to an initial shipment of 300,000 tonnes of diesel, Trump stated that Russia would deliver a further 500,000 tonnes in November, followed by another 1 Mt. A subsequent shipment of 3 Mt would then be delivered "within a short period", subject to the condition of Russian refineries, which have been targeted by Ukrainian attacks throughout the ongoing war between the two countries.
In early October 2026, Russian President Vladimir Putin stated that Russia had sufficient diesel supplies but was unable to export them to international markets because of sanctions. However, analysts have cast doubt on Russia's ability to deliver such large volumes of diesel and questioned whether these shipments would significantly reduce prices for US consumers. Russian refineries have sustained extensive damage from Ukrainian drone strikes in recent weeks, raising concerns about the country's diesel production capacity. Furthermore, with the US midterm elections less than a month away, shipments of Russian diesel would take weeks to reach the United States, casting doubt on their potential impact on domestic diesel prices before the vote.
Global fuel prices have surged since the US-Israeli war with Iran began in late February 2026, as the conflict has severely disrupted crude oil supplies and, more broadly, diesel availability. Rising fuel prices have emerged as a major concern in the US ahead of next month's midterm elections.
As part of the agreement, the US Treasury suspended sanctions on Russian diesel exports until 7 April 2027, while maintaining restrictions on other Russian products. The US Congress initially prohibited Russian energy imports in 2022.
Trump also announced an “energy ceasefire” between Ukraine and Russia, without providing further details. Ukrainian President Volodymyr Zelenskyy said the announcement had taken him by surprise but indicated that he would agree to the proposal if Russian President Vladimir Putin agreed to the same terms.
