The 5 bcm/year Cape Ann Floating Storage and Regasification Unit (FSRU), owned by TotalEnergies, has departed from the port of Le Havre (France), following a court ruling issued in October 2025 by the Rouen Administrative Court (Energynews, 22/01/2026). In its ruling, the Rouen Administrative Court ordered the government to revoke the decree authorizing the terminal’s installation within two months. The decision followed several legal challenges filed by environmental organizations, which questioned the necessity of the terminal for France’s energy supply and pointed to the environmental risks associated with its operation.
The vessel, which is equipped with regasification facilities, had been moored in Le Havre since October 2023 to supply France with LNG. Its deployment was decided in 2022, against the backdrop of the war in Ukraine and growing concerns over potential energy shortages.
France currently operates four LNG import terminals, with a combined capacity of approximately 34 bcm/year: Tonkin (3 bcm/year), Montoir-de-Bretagne (10 bcm/year), Fos Cavaou (8.25 bcm/year), and Dunkerque (13 bcm/year) (Enerdata Global Energy Research).
