Terna invests €16.5bn to strengthen Italy's electricity grid by 2028

The Italian power transmission system operator (TSO) Terna has published its 2024-2028 Industrial Plan, projecting a total Capex of €16.5bn over the next five years to strengthen and expand the transmission grid and develop cross-border interconnection capacity. The investment represents a 65% increase compared to the previous plan, and about €2.6 bn are expected to be invested during 2024. 

The TSO plans to shift towards a more decentralized grid, preparing it to manage increasing volumes of renewable energy, which is mainly intermittent and will come from widespread sources. The most important projects are the Tyrrhenian Link (a submarine cable that will connect Sicily with Campania and Sardinia), the Adriatic Link (a connection between the regions of Abruzzo and Marche that received approval from the Italian Ministry of Environment and Energy Security in February 2024), the Sa.Co.I.3 interconnection between Sardina, Corsica and the Italian mainland, the 380kV Chiaramonte-Gulfi-Ciminna power line in Sicily, and the Elmed interconnection between Italy and Tunisia.

In March 2023, Terna had announced a €11bn investment in its Hypergrid network, aimed at doubling the exchange capacity between market zones in the country from the current 16 GW to over 30 GW. The Hypergrid would comprise five backbones that pass through most of the Italian regions, namely the HVDC Milan-Montalto project (€2.7bn) between Lazio and Lombardy, the Central Link project (€300m) between Umbria and Tuscany, the €1.4bn Sardinian Backbone project (1 GW), the €4.1bn Ionian-Tyrrhenian Backbone between Sicily and Lazio, and the €2.4bn Adriatic Backbone between Apulia and Emilia Romagna through the Abruzzo and Marche regions.
