In accordance with its “Comprehensive Special Business Plan”, TEPCO is planning to purchase a total of 2,600 MW of power from other operators which will be able to start operating from June 2019 to June 2021. As the Request for Proposals are now fixed, proposals will be accepted from 15 February to 24 May 2013.
In November 2012, the company had released a draft of the Request for Proposals, and put out a Request for Comments (RFC) on this draft based on the “new guidelines for bidding on thermal power generation facilities" (developed by the Agency for Natural Resources and Energy). In December 2012, a draft of the Request for Proposals was submitted that reflected the opinions gathered through RFC to the neutral organization (Thermal Power Plant Bids Working Group). As the Request for Proposals are now fixed, TEPCO will start requesting proposals from parties wishing to sell power.
