TC Energy plans to resume Keystone XL oil pipeline construction (US)

Canadian energy infrastructure group TC Energy (previously TransCanada) expects to begin pre-building work for its Keystone XL oil pipeline in the United States in February 2020. The construction of a 2 km segment crossing the US-Canada border could begin in April 2020 if the company receives the required federal approvals. The company would then build pumping stations along the pipeline route as of June 2020, along with a pipeline segment in Nebraska, before starting to build segments in Montana and South Dakota in August 2020. Work would continue in 2021.

The Keystone XL crude oil pipeline would transport 830,000 bbl/d of Alberta oil sands (Canada) through Steele City in Nebraska (US) to the Mexico Gulf coast refiners over a 1,897 km route. The US$8bn project, whose cost might be reevaluated, has been repeatedly delayed and received a presidential veto in 2015. However, the new administration approved the pipeline permit in March 2017. TC Energy is still awaiting a final environmental impact statement (FEIS) from the US Department of State. A previous statement was ruled inadequate by a judge in November 2018.
