Switzerland starts consultation on power market opening by 2018

The Federal Council of Switzerland has started a consultation process on the full opening of the electricity market, that will last until late January 2015. The power market liberalisation started in 2009 for large consumers with a consumption above 100 MWh/year and was expected to be expanded to all consumers five years later. However, legislative changes including nuclear phase out postponed the liberalisation process. Large consumers (above 100 MWh/year) will be forced to go on the open market and their guaranteed electricity supply will be permanently removed. As of 1 January 2018, all power consumers will be able to freely choose their electricity supplier, every year, for a notice period of two months (possible return to the guaranteed electricity supply, i.e. last resort supply). Consumers having not chosen an alternative supplier will remain supplied under the last resort scheme. The full opening of the Swiss electricity market fulfils one of the conditions for the conclusion of an agreement on electricity with the European Union.
