The government of Switzerland, Federal Council (Conseil Fédéral), has decided to postpone the complete opening of the electricity market (initially expected on 1 January 2018) to an unknown date, that will be determined upon the evolution on bilateral negotiations on an agreement on electricity, progress in the Energy Strategy 2050, market conditions and the planned revision of the law on electricity supply (loi sur l'approvisionnement en électricité, LApEI).
The LApEI was adopted in March 2007 and planned a two-stage electricity market opening: for large consumers (over 100 MWh/year) as of 2009 and for all consumers five years later, pending a Federal decree to be approved in a referendum. A consultation was organised between October 2014 and January 2015 and highlighted the necessity to coordinate the market opening with other policies such as the Energy Strategy 2050. The Federal Council will then review the market opening conditions in 2017.
