Sudan discusses new refinery project and plans to become oil exporter

The Sudanese government plans to gradually expand domestic crude oil production levels to 110,000 bbl/d within the next three years and hopes that the country could attain self-sufficiency and become a net oil exporter in 2023. Sudan's oil production has been plummeting in the last decade and especially following the secession of South Sudan in 2011, which took away a significant portion of the country's producing assets. To offset this declining trend, the government plans to start a bidding round for oil and gas blocks in the third quarter of 2019 and will continue bilateral negotiations with potential investors.

Besides, the government is discussing the development of a new 200,000 bbl/d refinery project along the Red Sea with foreign investors. This would significantly increase the domestic refining capacity, which currently stands at 150,000 bbl/d. However, no other information has been given about the project.
