The Spanish government has published its Royal Decree 917/2025 (Spanish Official Gazette,15/10/2025) to amend previous regulations on renewable energy production, cogeneration, and waste (RECORE). The amendments seek to “guarantee the regulated profitability of the projects in a market environment with zero and negative prices, increase security of supply”
The decree modifies the order of redispatch priority by giving the same priority of hybrid renewables + BESS projects as that of standalone renewable facilities. It also gives priority to high-efficiency cogeneration facilities, including those with storage.
The amendment also increases the role of the TSO and expects to facilitate the integration of electricity storage. The regulations cover more than 62,000 facilities classified as renewable energy sources, cogeneration and waste (RECORE).
Spain had an electricity capacity of 132 GW at the end of 2024, of which 55% came from renewables.
