The Spanish government has submitted the draft update of its National Energy and Climate Plan (NECP) 2021-2030 to the European Commission, targeting a 32% reduction in greenhouse gas (GHG) emissions relative to 1990 level, compared to the previous of 23%, and carbon neutrality by 2050. It also increases the share of renewables to 48% of final energy consumption by 2030, reaching 81% in electricity, and targets a 44% improvement in energy efficiency.
Spain aims to have 62 GW of wind power by 2030, 76 GW of solar PV, 4.8 GW of solar thermal, 1.4 GW of biomass, and 22 GW of storage installed. The target for renovating homes has been raised to 1.38 million, surpassing the previous goal of 1.2 million. Similarly, the aim of having a fleet of electric vehicles has been elevated to 5.5 million. New targets aligned with European objectives have also been introduced, including consuming 73% renewable energy in buildings, establishing 11 GW of electrolysers for green hydrogen production, and achieving 19 GW of self-consumption.
It is projected that a total investment of €294bn will be mobilised. This investment will be sourced from the private sector (85%) and the public sector (15%), which includes contributions from European funds (11%). The allocation of this investment is planned as follows: 40% towards renewable energy, 29% towards energy efficiency and savings, 18% towards energy networks, and 12% towards the electrification of the economy, aiming to achieve a 34% electrification rate by 2030.
The draft is open for public comment until 4 September 2023.
