The Spanish Government has opened a public consultation on its first offshore wind auction, seeking input on how to design it (Spanish Government press release, 04/02/2026). The consultation asks stakeholders for input for a ministerial order that has to specify which sea zones, how much capacity, the timelines, and how bids will be evaluated, limited to high-potential areas already defined in Spain’s maritime spatial plans.
Spain aims to install 1–3 GW of offshore wind capacity by 2030, as outlined in its Offshore Wind Roadmap. In 2024, the country approved a Royal Decree (962/2024) that regulates the production of renewable energy at sea and that created a new auction system for offshore renewables. The decree sets up competitive tenders where winning projects receive financial support, guaranteed grid connection capacity, and priority rights to use designated marine areas.
